Using plain boards you would lay out the wall with even spaced panels. The verticals (called the stiles) are normally narrower than the horizontals. The top horizontal known as the chair rail should be wider. The base should always be the widest board. You can stack the baseboard by adding a smaller base in front of the base that ties into the stile and rail. At the chairail you can decide to add a plate rail, accent moulding or just leave it plain.
